This is in response to docker-library/php#1654 which means that we have to migrate to
pieonce PHP 8.6 is used by WordPress (and it is unlikely that thephpimage will includepiedocker-library/php#1554 (comment)). I've moved all of them topierather than keeping the oldpeclbehavior.This is an alternative to #998.
